Is the old price crossed out?

Yes. The previous figure stays visible with a strike through it while the new price counts up beside it, so the size of the drop is obvious without a percentage.

Can I use it for a price rise or a pre-order price?

It reads as a reduction because of the strike, so a rise looks wrong. For a launch price, use a product hook or a spec card instead and state the price plainly.
